Benefits Manager

Manages the coordination of the various employee benefits programs including development, analysis, implementations and evaluation of our benefits design to attract, retain and motive a diverse workforce. This position also managers the coordination of the agency’s employee recognition and performance management processes. Incumbent will coordinate benefit enrollment orientation meetings with new employees and will ensure all enrollment information to properly communication with benefit vendors. This position is also responsible for ensuring management staff are completing timely performance evaluations. Incumbent will oversee the implementation of a new performance management tool and provide training to all staff regarding the new performance management tool. Incumbent must be able to communicate effectively, and coordinate higher level employment/benefit functions with Senior Leadership.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: The incumbent’s work affects the agency’s compliance to state and federal laws and regulations governing non-discriminatory practices in regard to terms, conditions and privileges of employment after the hiring process. Productivity and morale of staff are dependent upon the effectiveness of agency supervisors in the human relations area, which in turn depends on the work of this class. The incumbent plans their own work with administrative consultation and with latitude for independent decision-making. Ensures timely action of benefit transactions to limit liability, risk and financial obligation including collection of late payments and employee premium deficiencies.

II. LATITUDE: Work is performed under the supervision of the Human Resources Director. Incumbent may handle unusual personnel circumstances and must exercise judgment in determining the appropriate response to comply with established personnel policies and procedures. Incumbent initiates policy and procedural recommendations to the Human Resources Manager and HR Director.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: May supervise Interns or HR administrative support staff.

IV. INTERPERSONAL CONTACTS: Regular interaction with agency staff at all levels. Incumbent has frequent contacts with the general public and candidates for positions, agency legal counsel, various employee benefits vendors, Department of Behavioral Health and Developmental Services (DBHDS) staff, state and federal officials relating to employment law and peer professionals.

V. DIFFICULTY: Responsible for the administration of all employee benefits, ensures all performance management processes are properly administered. Accuracy and attention to detail are required in the monitoring and administration of the agency personnel policies. Analytical skills and independent judgment are required in the research and interpretation of policy. Incumbent must be able to explain and implement policies in sometimes stressful situations. Creativity and organizational skills are involved with preparing and conducting training.

VI. COMMUNICATIONS: Oral presentations (information gathering and giving, negotiation, committee chairing, etc.) is a principal component of the job. The development of technical communications or the drafting of policy, and implementing new or changing procedures, benefits, or processes require strong written communication skills.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: Incumbent utilizes common office equipment in performing assigned duties.

VIII. WORKING CONDITIONS: Work is performed in a typical office environment with a high standard of confidentiality.

IX. KNOWLEDGE, SKILLS & ABILITIES (KSA’s):

Thorough knowledge of self-funded health plans and regulatory requirements.

Thorough knowledge of human resources administrative practices, policies, standards, regulations and legalities.

Familiar with deferred compensation and define benefit plan designs.

Thorough knowledge of human resources employee benefits coverage options and annual and mid year change options.

Familiar with annual mandatory reporting and processing requirements for 1094 and 1095 tax forms in accordance with ACA regulations.

Knowledge of hiring standards, including application processing, interviewing checking references, EEOC regulations, etc.

Requires thorough knowledge of employment laws to ensure legal compliance (e.g. ACA, FLSA, FMLA, EPA, ADEA, ADA Amendments Act (ADAAA).

Proficient in Microsoft Office, with advanced knowledge in Excel, familiar with HRIS Systems.

Good skills in the operation of office equipment and standard office practices.

Ability to conduct research, perform analysis and develop recommendations pertaining to personnel policies and procedures, employee benefits and wellness initiatives, human resource best practices, and program development activities.

Ability to prepare and conduct training presentations.

Ability to establish and maintain effective working relationships with employees, benefit vendors and Senior Leadership.

Demonstrates adherence to strict confidentiality and ethical standards

Ability to effectively communicate verbally and in writing.

X. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Responsible for the administration of all employee benefit plans (including, health, dental, vision, COBRA, retirement option, life, Short and Long Term Disability).

Familiarity with Virginia Retirement System preferred.

Conducts benefit orientation sessions with new employees, and assist existing employees with benefit questions and changes.

Coordinates annual open enrollment for all employees.

Assists in interpreting and developing policies for employees/supervisors/managers regarding employee benefits, FMLA and employee performance evaluations.

Gathers, coordinates, and develop statistical data and review trends for a variety of reports, including Affirmative Action, Equal Employment Opportunity Commission, employee benefits and wellness initiatives, training turnover, compensation, and employee performance evaluations.

Meets with employees/supervisors/managers to advise and assist with concerns regarding employee benefits and performance evaluations.

Chairs the Employee Wellness Committee

Assist with the coordinates of Employee Recognition and Development Program.

Researches/networks for policy questions or revisions as needed.

Assist with Entrance and Exit Interviews as needed.

Designs processes (and forms if applicable) for administering policies related to employee career progressions, employee exits, employee benefits and performance management, and reports, etc.

May prepare confidential paperwork and/or correspondence for Director

Prepares and conducts training for CSB employees on various HR and employment development related topics.

Maintains accuracy of agency HRIS database and develops systems and routine reports.

Prepares/Conducts HR related trainings for all new employees and new supervisors.

Coordinates the procurement, selection, training of a new performance management tool.

Develops human resources metrics reports to assist senior leadership with making strategic development decisions related to human resources and staff development needs.

Maintain reports and communications with supervisor and managers regarding employee probationary and annual performance evaluations.

Does related work as assigned.

XI. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, personal computer, calculator, copier and fax machine. No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing and pulling.

Requirements

Requires a Bachelor’s Degree in Human Resources, Business Management or related field and three (3) years related human resource and benefits administration experience. PHR Certification Preferred.

Valid state Driver’s License.

Annual Salary Commensurate with knowledge and experience.
