Position Overview


Under the administrative direction of the City Manager, the Chief Information Officer (Director of Information Technology) provides strategic leadership for information technology management across the City, aligning information technology initiatives with enterprise goals and objectives.  The CIO leads a team of 50+ technology staff in the delivery of technology services and systems to support all facets of City government operations.  This position will champion and continue the City’s transition toward digital business, cloud-based computing, bimodal and agile development, and a post-modern ERP IT environment.   




Responsibilities of the position include the following:


  • shaping the technology vision for the organization;
  • leading the City’s efforts to innovate and transform information technology services and business practices for optimum operating efficiency and effectiveness;
  • developing long-term organization-wide strategy for system development and hardware acquisition and integration;
  • monitoring and overseeing initiatives that support and address information technology issues and objectives, partnering and collaborating with City departments and agencies for effective results; and
  • monitoring and researching trends in information technology to help frame the development of strategies to achieve long range goals;
  • ensuring information technology strategy is continually aligned with the City’s mission and goals;
  • representing the City on boards or committees involved in information systems planning at the regional or state level, providing advice and assistance to City business technology planning efforts.



Candidate Profile


The ideal candidate will possess broad knowledge of information technology standards, practices, and strategies as well as budgeting and program management.  Problem solving, collaboration, and negotiation skills as well as the ability to communicate clearly and persuasively, both verbally and in writing, are essential.  The ideal CIO will be optimistic and enthusiastic with a strong aptitude for customer engagement.




Requires a bachelor’s degree in computer science, information technology, management information systems, business administration, or a closely related field and a minimum of six years of progressively responsible full-time experience in information technology including two years of management experience.  A relevant master’s degree is preferred.
