HRSD is making ‘SWIFT’ progress with the Sustainable Water Initiative for Tomorrow and we’re looking for a dynamic engineering leader to join our team as we advance SWIFT from research to full-scale implementation. HRSD is seeking a Chief of Design and Construction for SWIFT. The position requires someone with substantial engineering experience in both public utility and consulting fields. Could that be you? Under broad guidance, the Chief of Design and Construction - SWIFT is responsible for:
a. Providing leadership, guidance and communication to staff and outside consultants for the implementation of the SWIFT Program.
b. Providing internal coordination with other HRSD Departments related to the implementation of the SWIFT Program.
c. Providing cost, schedule and quality controls/oversight of the SWIFT Program implementation.
d. Managing Professional Services contracts related to the SWIFT Program implementation.
e. Communicating the HRSD Mission, Vision and Values and modeling the Engineering Department Mission Statement.

Requirements

a. Education
1. Required:
Bachelors of Science Degree in Civil Engineering or related field; Seminars and courses in wastewater design and operations, construction, materials, project management, scheduling, contracting, claims avoidance and negotiation. 
2. Desired:
Master’s Degree in engineering, management or a related curriculum.

b. Experience
1. Required: 
a) Minimum ten years of experience in an engineering capacity. 
b) Consulting engineering experience in project management, design and oversight of construction projects.
2. Desired:
Management of consulting engineering firm(s) for a municipal organization.

c. Job-specific Technical Competencies
1. Required:
a) Knowledge of civil engineering with a strong background in environmental, water and wastewater treatment, hydraulics, structural, materials, geotechnical, mechanical, electrical and construction engineering.
b) Knowledge of planning, design and construction process for water and wastewater treatment plants.
c) Knowledge of procurement and contractual procedures.
d) Knowledge of business administration principles.
e) Knowledge of general functions and duties of HRSD or other similar public sector organizations.
f) Skills in effective communicating and negotiating.
g) Experience in leading, motivating, managing, hiring, training, problem solving, handling emergencies and high priority situations.
h) Ability to meet critical project schedules; respond to off-hour requirements; and deal with stressful situations.
i) Ability to lead diverse teams to deliver projects on time and within budget.

d. Special Licenses
1. Required:
a) Virginia Professional Engineer License.
b) Valid Driver’s License from state of residence.
2. Desired:
Project Management Professional (PMP) Certification
