Job Details

Under broad guidance, the Condition Assessment Technician is responsible for:

a.Performing a wide variety of duties in support of Condition Assessment and Support Systems within Operations
b.Maintaining communications and serving as a field/construction liaison between various Interceptor Divisions, Treatment Plants, Jurisdictions, VDOT, and other private contractors

Examples of Position Duties
a.Maintains continuous and open communications with contractors and HRSD Jurisdictions to ensure coordination of projects with respect to HRSD facilities
b.Coordinates and performs field inspections for projects related to the HRSD Interceptor System
c.Performs field measurements and prepares sketches of field conditions
d.Performs field and office research in support of gravity sewer inspections
e.Works with other maintenance personnel in clearing stoppages and other problems in the Interceptor gravity sewer system
f.Identify and code potential and current problems on assets
g.Prepares and drafts inspection reports and other reports as necessary for the interceptor system
h.Performs field inspection and evaluation of HRSD gravity system 
i.Performs and documents Cathodic protection inspection and other condition assessment activities
j.Follows principles and goals of HRSD Quality Improvement initiatives
k.Confined spaced qualified
l.Qualified on HRSD Excavation standards
m.Qualified on HRSD/VDOT flagging standards
n.Continuous training related to CCTV software and mechanical equipment

Qualification Standards 

Requirements

a. Education Required

 a) High School Diploma or GED certification 
 b) Completion of HRSD’s Interceptor Technician Apprenticeship Program or approved equivalent as determined by the HRSD’s Apprenticeship Committee

b. Experience Required
Completion of the On-The-Job-Training skills portion of HRSD’s Apprenticeship program for this trade, or approved equivalent as determined by HRSD’s Apprenticeship Committee

c.Training Levels
This position is fully qualified at a Grade 5, with completion of the equivalent of four years of Apprenticeship classes and 100% of on-the-job training skills. The following training levels are established for personnel who are not fully qualified:

5a  - Completion of the equivalent of three years of Apprenticeship classes and 75% of on-the-job training skills 
5b  - Completion of the equivalent of two years of Apprenticeship classes and 50% of on-the-job training skills   
5c  - Completion of the equivalent of one year of Apprenticeship classes and 25% of on-the-job training skills  
5d  - Entry level requirements
  
d. Job-specific Technical Competencies
Required
a) Broad functional knowledge of interceptor systems, sanitary sewer collection systems, pumping stations, force mains, and construction practices related thereto 
b) Ability to develop highly effective working relationships with all HRSD Managers, Engineers, and operational employees

f. Special Licenses
Required (or able to obtain within 6 months of hire)
a) Valid Commercial Driver’s License (Class A) 
b) NASSCO PACP/MACP/ LACP Certification 
c) TWIC card 
 

If Assigned To A Training Level, Fully Qualified Level Must Be Consistently Pursued, As A Condition Of Appointment. Failure To Do So Will Result In Removal From The Position And Potentially Employment With HRSD.
