Data Analyst

Under broad guidance, the Data Analyst is responsible for:
a. Performing a wide variety of duties in support of the Data Analysis Section (DAS)
b. Following and Communicates HRSD’s Mission, Vision and Values
c. Reviewing, validating, troubleshooting, interpreting, analyzing, and reporting on data from a wide variety of sources  
d. Providing leadership, technical expertise and support to customers (internal/external)
e. Assisting in the management of the DAS quality programs to assure validity and legal defensibility of  data and analytical results
f. Ensuring that QA/QC protocols are adhered to in accordance to DAS Data Quality Standards and Procedures
g. Assisting in ensuring the quality and delivery of various types of data to be used in support and calibration of the HRSD and Regional Hydraulic Model
h. Supporting the DAS “team” through collaboration, review, and validation of analytical work 
i. Assisting in the leadership, oversight, and management of key portions of HRSD’s Flow, Pressure and Rainfall (FPR) Program 
j. Developing and maintaining systems and Standard Operating Procedures for daily activities
k. Providing detailed analysis and reports of various types of HRSD studies
l. Communicating with various departments/sections to ensure data integrity
m. Meeting the Mission, Vision and Values of HRSD and the specific needs of the department as defined in the Engineering Department Mission Statement

Requirements

a. Education
1. Required: Bachelor’s Degree in Engineering, Engineering Technology, Science or related field from an accredited university
2. Desired: MS Degree in Engineering or related field from an accredited university  to allow for future advancement

b. Experience
1. Required
a) Four (4) years experience or a combination of experience and training, which provides the required minimum knowledge, skills and abilities
b) Significant experience working in a team environment and using quality principles and participative management
2. Desired
a) Four years experience in the water or wastewater industry
b) Experience with HRSD facilities, operating departments, and HRSD practices and procedures
c) Working knowledge of electrical and instrumentation systems as applicable to SCADA, DCS, treatment processes, and pumping systems
d) Experience with GIS, spreadsheets and databases
e) Experience with reading and interpreting engineering plans/drawings

c. Training Levels
Personnel are fully qualified at Grade 7 with an appropriate BS degree and 4 years of experience. While a fully qualified selection is desired, the following training levels and years of experience have been established for personnel who are not fully qualified:
 
1. Grade 7a - BS degree plus 3 years relevant experience 
2. Grade 7b - BS degree plus 2 years relevant experience OR
3. Grade 7c - BS degree plus 1 years relevant experience OR Appropriate MS degree with no relevant experience
4. Grade 7d - BS degree with no relevant experience

d. Job-specific Technical Competencies
1. Required
a) Ability to develop highly effective working relationships with other HRSD managers, supervisors, consulting engineers, contractors and jurisdiction counterparts 
b) Broad Functional knowledge of statistics, hydraulics, surveying, wastewater treatment, local government, management, planning, quality improvements, strategic planning, finance and regulations 
c) Broad Functional knowledge of hydraulic computer modeling, GIS, working with spreadsheets, databases, writing, public speaking, and leading meetings
d) Ability to read and interpret documents such as safety rules, standard design detail, construction specifications, operating and maintenance instruction and procedure manuals
e) Ability to get point across in a professional manner, handle multiple projects, and think long range
f) Ability to calculate figures and amounts such as proportions, percentages, slope, area, circumferences, volume, and velocity

e. Special Licenses
Required: Valid driver’s license from state of residence
