Position:             Director of Procurement

Salary Range:    $95,086 - $123,611
Planning, organizing, managing, coordinating, and directing personnel and activities involved in contract planning, contract solicitations, contract awards, modifications to contracts, contract disputes and close-outs for the capital improvement program.  This is a position of substantial responsibility and accountability, performing work of a highly complex and difficult nature.  It is a managerial and professional position. 
Essential Job Functions:

  • Manages, in conjunction with technical program managers, all types of procurement: including professional and non-professional services, construction, supply (including transit vehicles and systems) contracts, as required to implement capital programs.  Support is also provided to procurement activities across the agency.  The work requires monitoring of propriety of costs, timelines and legality of actions.  The incumbent has extensive latitude for independent judgement and action.  Manages procurement protests and contract dispute resolution processes.
  • Receives contracting authority, delegated for the President/Chief Executive Officer, and as Senior Procurement Official (Contracting Officer equivalent), must approve and award contracts; manage and document procurement methods and actions; manage development of contract terms and conditions; and manager supporting information systems.  Assurance of appropriate quality in procurement practice for TDCHR must be gained by incumbent participating in approval of those agency and consultant staff to whom authority is further delegated, and monitoring of the decision-making processes.
  • Ensures TDCHR compliance with all applicable policies, rules, regulations and laws; stays abreast of legal, regulatory and policy development affecting areas of responsibility.  Proactively handles Federal and State agency oversight of procurement processes and coordinates external audits.
  • Supervises professional, technical, and administrative staff, and specific functions performed by consultants on major projects.
  • Manages the advertisement of upcoming contracts, the issuance of IFB and RFP, and the conduct of bid opening and receipt of proposals. 
  • Prepares, evaluates and administers the written records of procurement and contract actions prior to submittal to the President/CEO and the Commission for approval.
  • Reviews contracts for compliance with Agency, Federal and State regulations.  Monitors contracts and modification to assure compliance.
  •  Directs the preparation of Findings and Final Decision of the Senior Procurement Official in cases of disputes.
  • Establishes work plans for subordinates, trains and evaluates staff.
  • Manages procurement records retention, storage, retrieval and security
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT’s EMS
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan
  • Responsible for ensuring contractor awareness and maintaining documentation on HRT’s EMS policies and procedures for all goods and services purchased that may impact the environment
  • Responsible for reviewing, implementing, and updating Emergency Operations Procedures relating to procurement
  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program audit, etc.
  • All other duties as assigned


Required Knowledge, Abilities and Skills essential to Job Functions:
Knowledge of the principles and practices of procurement and contract management under federal, state, and local public sector procurement systems, laws, and regulations.  Knowledge of commercial practices of construction companies, transit equipment and systems vendors, and professional services firms.  Ability to plan and execute negotiations.  Ability to establish and maintain effective working relationships with agency staff, advising attorneys, private contractors and consultants, and government agencies.  Ability to communicate effectively, orally and in writing, including technical documents.  Ability to train, supervise and evaluate the work of subordinates. 
Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.  Basic problem solving skills associated with software applications used is expected.   Software usage relevant to job duties will be evaluated.

Training and/or Education:
Bachelor’s degree in business, public administration, engineering, law, or related discipline from an accredited college or university; MBA, MPA or further studies in business administration is desirable.  Course in procurement under federal guideline would be useful.
Required Experience:
Ten years of progressively more responsible, senior level experience in procurement and contract management is required.  Supervisory experience is desirable.
Licenses or Certificates:
Virginia Driver’s License
Recent certification under Federal Procurement Integrity Act is desirable.
