HR Specialist



This role will serve as the program owner for Capital One’s Health Plans (medical, dental, vision,) and pharmacy programs). Interfaces extensively with other lines of business and support functions (Finance, Legal, Operations, Enterprise Supplier Management, Human Resources partners), and is responsible for ensuring smooth delivery of the Health Plans resulting in client and associate satisfaction. Requires extensive knowledge of applicable benefits laws such as ERISA and Healthcare Reform and requires ability to perform benchmarking on benefits plans and ability make recommendations regarding plan changes to Benefits leadership. Proficient at creating and/or editing associate communications. Provides consultation to internal associates regarding plan design, ways to utilize and maximize their benefits and educate associates on benefits offerings. Will also be asked to partner with internal team members and outside vendors to resolve benefits-escalations and complaints. Serves as a subject matter expert on benefits to help resolve problems and provide guidance on the plan. Travel as needed to other Capital One sites, to vendor locations, and to training or conference opportunities from time to time.



**Responsibilities:**

• Perform benchmarking, analyze market trends and cost anomalies and make recommendations regarding improvements to the Health Plan related to associate experience, cost containment/reduction, or legally required changes



+ Clarify/interpret medical plan policy and design for internal/external stakeholders



+ Manage the annual self-funded rate setting process in partnership with the outside actuary, Corporate Finance and Benefits Leadership

+ Participate in or lead benefits training sessions for Capital One associates and vendors

+ Create, edit, and maintain associate communications and legally required notices as needed

+ Serve as SME on benefits laws and compliance, monitor for changes in the applicable laws, and oversee updates to policies to ensure continued compliance

+ Partner with and support internal Operations team to ensure the benefits programs are well managed

+ Monitor and report on plan utilization statistics and draw meaningful conclusions based on that information

+ Project Management for key efforts related to the Health Plan - complete project assessment, see project through to completion, conduct final analysis• Vendor Management - manage relationships with external vendors• Planning and assisting in managing events - coordination of logistics, etc.• Lead and/or partner with diverse cross-functional partners/teams in support of design and delivery of programs and processes• Investigate and resolve manager and associate issues



**Basic Qualifications:**

• Bachelor’s degree or military experience

• At least 5 years of experience in Qualified Benefits for a large employer

• At least 3 years of vendor management experience



• At least 2 years of Project Management experience



**Preferred Qualifications:**

• MBA or Masters in Human Resources



• PHR or SPHR certification

• 7 years of experience in Qualified Benefits for a large employer

• 3 years of experience in Benefits strategy and benchmarking
