Job Details

Under broad guidance, the Industrial Automation Programmer is responsible for:
a. Providing instrumentation and control engineering services to include planning, design, repair, upgrade and maintenance to Treatment Distributive Control System (DCS) and the Interceptor Supervisory Control and Data Acquisition (SCADA) system as required
b. Providing direction to consulting engineers and contractors for design, implementation and testing of DCS’s
c. Performing Emerson Ovation DCS programming which includes UNIX (Solaris and Linux) system administration, Windows server system administration, Cisco DCS network administration, and all related system administration functions that relate to the Emerson Ovation DCS systems
d. Performing programming, administrative functions and configuration for the SCADA system
e. Ensuring that the DCS system is programed to conform with the intention of the system functional descriptions 
f. Ensuring that the DCS/SCADA/EDS system security is maintained in accordance with currently industry standards
g. Supporting the Instrument Specialist as needed for troubleshooting and repair of Treatment and Interceptor control systems
h. Providing training for other employees (operators, technicians, electricians, other instrument specialists, etc.) on how to properly utilize the systems that are created and/or installed
i. Providing leadership, technical expertise and work center support for effective utilization of automation to ensure regulatory compliance and safe work environment
j. Performing all duties in accordance with HRSD mission, vision and values


a. Education
1. Required 
Bachelors of Science (BS) in Engineering, Information Technology or science related field

 b. Experience
1. Required
a) Minimum 5 years’ experience with industrial instrumentation and industrial control programing 
b) Emerson DCS programming  
c) Record-keeping, documentation of projects (drawings, functionals, etc.) preventative maintenance and work logs

2. Desired
a) 5 years’ experience and knowledge of controlling Wastewater Plant Process and Interceptor Systems
b) Experience in planning work and budgeting

c. Training Levels
This position is fully qualified at a Grade 8 with a Bachelor’s Degree in Engineering, Information Technology or related science degree and 5 years of experience in the industrial control field. 

For candidates who are not fully qualified, a combination of education, experience and or certification to include an Associate’s Degree  in Applied Science (AAS) in Instrumentation, Electronics or related science field, and completion of the HRSD Instrumentation Specialist Apprenticeship and completion of specialized DCS training may be considered for this position.

 The following training levels have been established for candidates who are not fully qualified:

Grade 8a – Associates Degree (AAS), or completion of 3 years towards BS degree and 5 years’ experience 
Grade 8b –Associates Degree (AAS) or completion of 2 years towards BS degree, and 5 years’ experience

d. Job-specific Technical Competencies
a) Ability to effectively communicate with internal and external contacts concerning the design and implementation of DCS’s and the interface with the field equipment.
b) Knowledge of electrical, instrumentation, control systems and applicable codes in order to plan, install, maintain and repair process control instrumentation devices and systems
c) Ability to read and interpret instrumentation and control wiring diagrams
d) Working knowledge of all types of flow meters, all types of pressure measuring devices, all types of temperature measuring devices, all types of analytical measuring devices such as (pH, Cl2, SO2, LEL, H2S, NH3 and others), computer operating systems such as PLC, DCS, SCADA and network devices
e) Ability to troubleshoot, draft and design, work with hands, use meters and power tools of any kind, and perform metal fabrication, pipe fitting, and tube bending
f) Knowledge of electronic technology, rudimentary physics, fabrication techniques, different types of instrumentation, working knowledge of state of the art computers and electrical technology
g) Extensive knowledge of regulations and safety procedures that apply to the instrumentation field, and working knowledge of the HRSD department where work is being performed
h) Ability to document work performed and maintain work logs and preventative maintenance schedules
i) Knowledge of procurement and quality improvement processes
j) Proven skill in listening and sustaining HRSD values
k) Communication Skills, ensuring that project status is shared with all stakeholders
l) Ability to use MS Office products and a variety of other industry-specific programs at an advanced level of proficiency

e. Special Licenses
Valid Driver’s License from state of residence
Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified IT Professional (MCITP) commensurate with HRSD’s established standard (generally no more than one version behind current)
