Reports To:      Chief Technology Officer

The IT Security Engineer will oversee the security of the HRT network computing environment to accomplish the confidentiality, integrity and availability of all systems supporting the day to day activity of the agency. This includes adherence to the established security policies and procedures, management of the existing security software and hardware, user activity audits and access level reviews. Additionally, IT Security Engineer will assess the existing controls and recommend new solutions and policies to improve agency’s security posture, act as a security subject matter expert on all projects and initiatives, and work to improve the end user cybersecurity awareness.

 

Essential Job Functions:

  • Effectively deploy, manage and maintain all security systems and their associated software/hardware including firewalls, intrusion detection/prevention systems, cryptography systems, and client endpoint protection software.
  • Monitor server logs, firewall logs, intrusion detection logs, and network traffic for unusual or suspicious activity; interpret results and make recommendations to mitigate threats.

  • Work with other teams to assure the security of enterprise data of all types, prevent data breaches and information exfiltration attempts, prevent unauthorized access to privileged data and information.

  • Design, perform/oversee penetration testing of all systems to identify possible system vulnerabilities.

  • Design, implement, and manage administrator and end user activity logging systems.

  • Periodically conduct permissions and access level audits.

  • Work with Technology staff on the network and system security design; perform security assessments of core corporate and cloud infrastructure.

  • Assist with troubleshooting and/or debugging network-related problems.

  • Review existing security polices and recommend updates or changes as circumstances dictate.

  • Maintain awareness of advances in information technology and cybersecurity fields, study emerging threats closely; recommend augmentation of existing security policies and procedures as well as research, evaluate and propose software/hardware solutions to mitigate said threats.

  • Oversee and audit the software patch management for all systems and devices.

  • Perform internal IT security audits to ensure compliance with established policies and procedures.

  • Provide subject matter expertise on authentication systems and network security architecture.

  • Provide security expertise and guidance on a constant stream of new projects and technologies.

  • Harden and secure the information technology infrastructure to ensure reliable, measurable, consistent, responsive, and secure enterprise network services.

  • Recommend, coordinate, and apply security patches, disaster recovery procedures, and any other measures required to assure systems security, integrity, and availability.

  • Assesses the need for any security related configuration modifications (minor or major) and executes them if required.

  • Remains current with emerging security alerts and issues.

  • Implement and maintain staff security awareness training programs and campaigns.

  • Provides on-call security support for incident management.

  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures;

  • Responsible for maintaining a general awareness of HRT’s EMS;

  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan;

Requirements

Required Knowledge, Abilities and Skills essential to Job Functions:

  • In depth knowledge of Microsoft Windows server and desktop operating systems.

  • In depth knowledge of network protocols and network equipment, Cisco experience is a plus.

  • Must have working technical knowledge of current application systems software, protocols, and standards, including Microsoft Exchange, Microsoft SQL Server and SharePoint.

  • Ability to research, select and implement security products that will effectively address potential threats to the HRT computing environment.

  • Ability to stay informed of emerging computer threats and keep abreast of technology that will help mitigate new threats.

  • Demonstrates broad hands-on knowledge of firewalls, intrusion detection systems, anti-virus software, data encryption, and other industry-standard techniques and practices.

  • Ability to maintain or create security polices to stay current with the computing environment.

  • Strong interpersonal and communications skills to work with other HRT employees to enhance cybersecurity awareness, encourage compliance with security polices and to work with internal or external auditors.

  • Demonstrates a high level of analytical and problem-solving abilities.

  • Demonstrates the ability to conduct research into security issues and products as required.

  • In depth knowledge of network security practices as recommended by recognized security organizations.

  • Strong attention to detail, organizational, prioritization and collaboration skills. 

Training and/or Education:

Bachelor’s degree in Computer Science/Engineering or related field


Required Experience:

Five years of experience in network security in Windows environment.

 

Licenses or Certificates:  

Virginia Driver’s License

CISSP, CISA and/or, other related technical certification preferred
