Reports To:         Director of Rolling Stock
Salary Range:     $51,248 - $65,341
 
 
This individual is responsible for the development and maintenance of the HRT Inventory Materials Management system. The Manager of Materials will define the concept and be responsible for developing the functions, controls, and day-to-day operation procedures related to all aspects of Inventory Management. This person will be responsible for inventory services and procedures. This includes, but is not limited to, developing and implementing department procedures, managing and developing current software system, developing and assuring an accurate, dependable inventory system and measuring to assess effectiveness of each program and providing on going reports.
 
Essential Job Functions:
(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)
  • Manage the day to day operations of the Bus Inventory Department. Responsible for the availability and issue of materials, supplies, tools, fluids and the like. Manages inventory systems and material stock that assure on time delivery of materials for the fulfillment of all maintenance activities.
  • Develops annual departmental work plans and budgets. Manages department budgetary outcomes within approved guidelines. Assists other Operations Departments in the preparation of annual budgets.
  • Monitors vendors and markets; searches for qualified vendors committed to meet parts/material needs of HRT, seeks to identify and develop new or alternate sources for products while ensuring continuity of supply, consistency of quality and availability.  Manages the qualifying of new or replacement parts and materials to determine the reliability and compatibility with existing systems
  • Develop and implement Inventory Department processes and procedures to meet organization needs as well as industry and government standards. Works collaboratively with Light Rail Inventory groups to assure standardized application of Inventory Department policies and procedures company wide.
  • Forecasts yearly parts requirements and develops delivery schedules and blanket release orders in support of short and long term operating plans. Strategically plans for material obsolescence to minimize the financial impact of obsolete material disposal.
  • Responsible for managing Multiple contracts, including but not limited to Fuel, as necessary for the maintenance, upkeep and operation of the Bus Transit system. Organize and maintain contract and equipment scopes of work ensuring annual reviews and contract renewals are executed on time.
  • Manages tool room inventory and procedures for distribution of tools to the work force. Responsible for the upkeep and annual reconciliation of Bus Maintenance’s physical inventory.
  • Ensures that quality and safety are integrated into all aspects of storeroom personnel responsibilities. Set up a system of compliance checks for operating and safety rules.
  • Administers and coordinates warranty activities associated with maintenance activity.
  • Responsible for hiring of personnel including preparation of job descriptions, interviews, testing, as well as the development and implementation of training programs.
  • Reviews all parts and services contracts prior to bidding and coordinates with specification writer to prepare revisions or write new specifications for items up for bid.  Reviews and recommends bids for compliance with specifications prior to contract award. Organize and maintain contract and equipment scopes of work ensuring annual reviews and contract renewals are executed on time.
  • Supervises the purchase of inventory parts, consumables, and tools. Manages the purchase requisition, delivery schedules, and storage levels of all petroleum, oils, and lubricants. Responsible for proper accounting of material received.
  • Interfaces with internal & external auditors reviewing material control procedures, inventory management practices, and database integrity measures. Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program audit, etc.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT’s EMS
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan
  • Responsible for ensuring employees in their respective functional areas have adequate training and tools necessary to meet the requirements of the EMS procedures and SOPs
  • Responsible for observing and evaluating required EMS competencies among employees in their respective functional areas
  • Other duties as assigned.

Requirements

Required Knowledge, Abilities and Skills essential to Job Functions:
  • Must possess and demonstrate analytical, quantitative and verbal (oral and written) skills.  Must be able to communicate effectively with staff at all levels, and with local, state, federal, and elected officials.
  • Proven ability to effectively work with others in an operating and unionized environment.
  • Knowledge of Operating, Maintenance and Safety Rules and Regulations pertaining to Bus Systems. Must also have knowledge of federal, state and local laws, regulations, related to the transit industry.
  • Must be able to work outside regular business hours including weekends, holidays and varying shifts as required.
  • Must have the ability to learn and understand the technology of transit vehicles and systems.  
  • Must demonstrate excellent organizational skills at the workplace and provide high levels of production.  Managing multiple and competing priorities, while maintaining effective working relationships is essential.
  • Must be customer focused, a team player with a results oriented management style.
Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected.   Software usage relevant to job duties will be evaluated.
 
Software applications:
MS Windows, MS IE, MS Office (Word, Excel, Access, Power Point, Outlook), Spear, PeopleSoft, Adobe Reader
 
Training and/or Education:
Bachelor's degree in accounting, inventory management, or business equivalent preferred. Relevant experience and technical training may be substituted for formal degree. Certified Purchasing Manager (CPM) certification a plus. Experience with computerized inventory management system and/or other business-related software programs.
 
Required Experience:
A minimum of five (5) years of progressively responsible experience in the management of Operating and Inventory and logistics functions within a complex commercial, military or industrial operation, two (2) years of which should be in a unionized environment.  
 
Licenses or Certificates:
Virginia driver’s license

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Work involves meeting multiple demands on a timely basis.    Must be willing to work flexible hours as the operation of a Public Transit System requires running service during morning and evening rush hour periods as well as throughout the day and late in the evening; work outside normal business hours will be required.
