Job Details

Work schedule is Monday-Friday 0600-1430.  The position will be located at the North Shore P3 Field Office, 2389 G Avenue, Newport News.


Under broad guidance, the P3 Specialist is responsible for:
a.Performing  complex  Industrial  Waste  duties  of  a  technical  nature  to  meet  regulatory 

 requirements .
b.Serving  as  technical  specialist  in  specific  fields,with  a  high  degree  of  expertise  and   independence.
c.Performing  administrative  duties  which  will  include  training  of   staff.
d.Interacting  with  numerous  commercial  and  industrial  customers  and  the  general   public.
e.Conducting  field  sampling,chemical  analysis,routine  inspections  and  other  work  under  general   supervision.
f.Communicating  the  HRSD  Mission,Vision  and  Values;provide  leadership,technical  expertise  and  

support  to  section   staff.


Bachelor’s degree in Chemistry, Biology, Biochemistry, Environmental Science, Physics, or related science as approved. 
Alternatively, a bachelor’s degree in other disciplines with at least 30 credit hours of college course work in Chemistry, Biology, Biochemistry, Environmental Science, Physics, or related science as approved.

 Graduate courses in Chemistry, Environmental Science, Biology, Engineering, or a related science

       One year of experience in operation and maintenance of complex scientific monitoring and sampling equipment to include the ability to follow complex technical directions

   a)Two years of experience in performing investigations/inspections of facilities discharging industrial wastewater
   b)Two years of experience dealing with complex scientific monitoring and sampling equipment

c.Job-specific Technical Competencies
 a)Knowledge of general environmental regulations (e.g. 40CFR Part 403, 40CFR Part 136, Clean Water Act [CWA], Resource Conservation and Recovery Act [RCRA])
 b)Knowledge of wastewater treatment and industrial wastewater treatment processes
 c)Knowledge of scientific approaches to addressing technical and regulatory questions
 d)Knowledge of industrial inspections and permit writing
 e)Thorough knowledge of methods, equipment and processes pertaining to industrial waste sampling of environmental and wastewater samples
 f)Ability to develop and maintain highly effective working relationships with all HRSD Directors, Chiefs, Managers and employees
 g)Ability to communicate effectively both orally and in writing, and prepare clean concise reports of a highly technical nature
 h)Knowledge of safety and confined entry requirements
 i)Ability to use MS Office products at an intermediate level of proficiency and a variety of other profession-specific programs (e.g. iPACS, LIMS) at an intermediate level of proficiency

d.Special Licenses
 Valid Driver’s License from state of residence
