Job Details

Under general guidance, the P3 Supervising Specialist is responsible for:
a.Overseeing, planning, coordinating, and scheduling P3 activities  ensuring compliance with protocols  and continuous quality improvement  throughout the  work center 
b.Performing  complex  duties of a technical  and  administrative nature to meet  regulatory  requirements,including project planning, scheduling  enforcement actions and records  retention
c.Providing  leadership, technical expertise,training and  support  to  work center staff;facilitating  communication between customers,localities, field  staff  and  management
d.Interacting  with  numerous commercial and industrial  customers  and the general  public
e.Communicating  the  HRSD  Mission,Vision,Values,HRSD  Universal  Competencies, and WQ  Expectations

Requirements

a.Education
1.Required
a)Bachelor’s degree in Business, Chemistry, Biology, Biochemistry, Environmental Science, Physics, Information Technology, Engineering or related degree as approved.

 2.Desired
 a)Graduate courses in Business, Chemistry, Biology, Biochemistry, Environmental Science, Physics, Information Technology or Engineering


b.Experience
1.Required
a)Three years appropriate  experience with two years at a supervisory level
b)Experience working in a team environment, and using quality principles and participative management

c.Training Levels
Personnel in this category are fully qualified at grade 7 with an appropriate bachelor’s degree and three years of appropriate experience with two years in a supervisory capacity; the following training levels and years of experience are established for personnel who are not fully qualified:

Grade 7a-BS degree in appropriate field and two years applicable experience to include one year in a supervisory capacity or an advanced degree(s) and one year applicable supervisory experience

Grade 7b- – BS degree in appropriate field and one year applicable experience or an advanced degree(s)

Grade 7c – BS degree in appropriate field and no applicable experience

Note: Appropriate advanced degree(s) will fulfill no more than one year of applicable experience and will not replace the requirement for actual supervisory experience

d.Job-specific Technical Competencies


1.Required
 a)Knowledge of general environmental regulations (e.g. 40CFR Part 403, 40 CFR Part 136, Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA))
 b)Knowledge of wastewater treatment and industrial wastewater treatment processes
 c)Knowledge of scientific approaches to addressing technical and regulatory questions
 d)General knowledge of methods, equipment and processes pertaining to P3 sampling of environmental and wastewater samples
 e)Ability to manage/coordinate multiple projects and assignments 
 f)Ability to use judgment in developing new techniques
 g)Ability to train division staff
 h)Ability to develop highly effective working relationships with localities,  HRSD Directors, Chiefs, Managers, employees and the general public
 i)Ability to communicate effectively, both orally and in writing, and prepare concise reports of a highly technical nature
 j)Knowledge of data analysis routines including graphical and statistical representation of data
 k)Knowledge of safety and confined space entry requirements
 l)General knowledge of OSHA regulations
 m)Knowledge of budget and bookkeeping processes
 n)Knowledge of billing, invoicing and procurement procedures.
 o)Ability to use MS Office products at an expert level of proficiency and a variety of other profession-specific programs (e.g. iPACS, LIMS) at an intermediate level of proficiency
