PAYROLL COORDINATOR

GENERAL RESPONSIBILITIES

Direct payroll operations and payroll staff to ensure timely and accurate payrolls, troubleshoot and resolve complex payroll issues. Supervise, train and evaluate payroll staff. Plan, assign work and coordinate the payroll function in accordance with School Board policy, Commonwealth of Virginia and Federal payroll related laws, policies, regulations and other authoritative pronouncements. Provide guidance on changes and upgrades to payroll software systems to ensure compliance with division policies and procedures and regulatory agencies.

 

ESSENTIAL TASKS

Supervise, plan, schedule, assign, review and evaluate work of the payroll staff.

Instruct and train payroll staff in appropriate work methods and procedures.

Set goals, deadlines, and manage payroll staff performance expectations.

Review, update, develop and document policies and procedure for the payroll staff.

Instruct and train division employees in payroll policies and procedures and various payroll systems.

Coordinate with Human Resources and Financial Services on deadlines and procedures for accurate and timely payroll processing and reporting.

Participate with CPS team(s) responsible for Kronos Time & Attendance and Infor HRPR systems and processes.

Research, evaluate, and analyze the impact of pay and benefit policies.

Prepare and maintain a variety of payroll and financial reports/queries to meet federal, state and benefit vendor requirements.

Verify, monitor, and reconcile accounts related to payroll and financial reporting.

Perform payroll processing functions in support of payroll staff including complex computations for earnings, involuntary and voluntary deductions, FMLA, worker’s compensation and Virginia Retirement System (VRS).

Assist with review and posting of payroll journal entries, research and resolve discrepancies.

Evaluate and verify historical changes to time and attendance and payroll systems to ensure inclusion in the payroll process and timely corrections for accurate financial reporting and system data alignment.

Review and/or process monthly benefit remittances ensuring appropriate reporting and payments.

Prepare, distribute, and maintain employee records for fringe benefits, taxes and VRS.

Authorize VRS forms including refunds and applications for retirement, disability, and prior service credit.

Manage reporting and depositing of employee taxes in compliance with various governmental regulations.

Review and approve adjustments to individual payroll records to ensure timely and accurate payment of employees.

Review and approve actions required to balance and update year-to-date employee records.

Calculate and make necessary year-to-date adjustments to employee master file each pay period.

Ensure proper processing of wage garnishments, liens, child support orders, and bankruptcy orders.

Receive, research, and respond to inquiries from employees, co-workers and various School Division departments.

Participate in monthly and year end closing process including reconciliation to the GL.

Assist with annual audit; provide a variety of data including reconciliations, liability totals and other related data.

Manage preparation and analysis of required reporting and filings, including W-2s and 941s.

Manage system updates for annual regulatory updates including FIT, SIT, FICA, EIC, IRS levies, garnishment tables, etc.

Analyze procedures for issuing replacement checks and voids to maintain payroll and financial systems’ accuracy.

Serve as contact for 403(b) and 457 vendors, process salary reduction agreements and manage deductions for employees.

 

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of accounting and payroll principles and practices; thorough knowledge of federal, state, and local laws and regulations pertaining to all aspects of payroll accounting; ability to follow complex oral and written directions and to prepare complex fiscal reports; ability to research, collect, organize and analyze data; ability to plan and supervise the work of others; ability to establish and maintain effective working relationships with associates, school officials, and the general public.

 

EDUCATION AND EXPERIENCE

Any combination of education equivalent to two years of college from an accredited college or university with an Associates Degree in Accounting. Bachelor’s degree in Business Administration or Certified Payroll Professional (CPP) is preferred. Considerable experience in the payroll field including supervision of payroll staff.

 

SPECIAL REQUIREMENTS

Possession of a valid Virginia driver’s license.
