Position can be located in either McLean, VA or Plano, TX



Job Description



Develop an internal Capital One Housing Council with cross functional stakeholders. Monitor housing advocacy groups, congressional, and federal agencies for issues that impact the company single family mortgage, servicing, and/or multi family businesses. (i.e., GSE Reform, access to credit, structure of the secondary market, housing affordability, government role in regulating and supporting housing etc.) Communicate with business units to ensure they are informed of government actions impacting the aforementioned issues and that associates fully understand how these government actions could impact the company. Stay abreast of academic research, trade association, advocacy groups, and industry influencers’ opinions and published articles related to Housing Finance Policy Partner with government affairs to educate members of Congress, their staff and Administration officials to ensure company's voice is heard in the legislative process. Coordinate and direct the efforts of trade associations on these issues.



Responsibilities:



+ Establish a Capital One Housing Council with cross functional internal stakeholders.

+ Establish cadence of meetings, communication strategy and housing agenda topics.

+ Develop deep relationships with key internal stakeholders as well as industry trade associations to vet corporate stance on housing agenda topics and socialize talking points.

+ Monitor legislative and administrative activities in key issue areas.

+ Advance Capital One's interests through education, advocacy and strategy.

+ Interact with government officials and/or staff, as necessary, on public policy issues to achieve the best possible result.



Basic Qualifications:



+ Bachelors Degree in Finance, Economics, Political Science, Public or Administration, or Law or Military experience

+ At least 5 years of experience in Housing Finance, Housing Public Policy, Real Estate Law, or Economics Research work at federal agency or with another company



Preferred Qualifications:



+ Masters Degree in Political Science, Public Administration, Business, Economics or JD Law

+ 7 years of experience in Housing Finance, Housing Public policy, Real Estate law, or Academic Economics Research work at a related federal agency or with another company
