Job Description Summary

The Project Coordinator administers TCC’s participation in the Department of the Navy, Office of Naval Research funded STEM Fleet Forward Initiative (STEM FFI) through the Center for Military and Veterans Education (CMVE), Military Contract Programs. The purpose of this initiative is to create a pipeline of career-ready employees to address the need for a STEM workforce in fields relative to the military, defense-related industry sectors, and the civilian workforce in the Hampton Roads area with potential worldwide application. The project coordinator will complete the following goals:

  1. Increase the awareness of military-related individuals in STEM (Science, Technology, Engineering, Math) education and career opportunities using the ONR STEM FFI web portal, marketing, and outreach strategies.
  2. Establish and coordinate a consortium of business, industry, higher education, and military supportive organizations in support of STEM education and career pathways for military-related participants.
  3. Form strategic partnerships with military supportive organizations in support of ONR STEM FFI.
  4. Establish and coordinate academic and career support programs for military-related individuals pursuing STEM based education and careers in collaboration with the Academic Divisions and Workforce Solutions.
  5. Coordinate the process to develop detailed crosswalks between STEM related military occupational specialties (MOSs) and Navy and Coast Guard ratings and TCC academic programs and promote the transparency of these crosswalks to military-related individuals.
  6. Coordinate and manage workshops, symposia, and other events in support the STEM Fleet Forward initiative.
  7. Improve the tracking of military-related participation in STEM related academic programs and careers in collaboration with Institutional Effectiveness.
    This position ensures that all grant requirements are met for administration, fiscal management, evaluation, and performance reporting. Responsibilities range from coordination to program supervision involving responsibilities such as planning, coordinating, implementing, supervising, and evaluating programs and services. Duties include the supervision of staff and student assistants.

The Project Coordinator, STEM Fleet Forward Initiative, reports to the Director of Military Contract Programs and the ONR STEM FFI Principle Investigator. The Project Coordinator is a restricted, grant funded position through September 2018.

Function
  1. Ensure all ONR STEM Fleet Forward Initiative requirements are met for administration, fiscal management, evaluation, and performance reporting.
  2. Coordinate, implement, supervise, and evaluate programs and services between TCC, project partners, and project awarders.
  3. Collaborate as needed with federal, state, and local resources and programs.
  4. Develop programs that leverage public and private partnerships.
  5. Communicate with internal and external constituencies in a persuasive and professional manner, including articulating the college’s message with clarity and enthusiasm while establishing collaborative working relationships with a diverse array of individuals contacted in the course of the performance of assigned duties.
  6. Supervise assigned staff and student assistants.
  7. Work varied hours to include weekends and evenings, at varied locations, and travel in support of the ONR STEM Fleet Forward Initiative.
  8. May be required to perform other duties as assigned.
Required Qualifications
  1. Experience in a supervisory, project or program coordinator-level environment in business, industry, government, or the military.
  2. Experience in performing federal, state, and or local grant administration and management functions, including data collection, annual and quarterly reporting, and budget management.
  3. Experience in managing, overseeing, and leading personal and professional development projects and/or programs.
  4. Demonstrated understanding of the community college mission and of education-related initiatives conducted by the Department of Defense and the Veterans Administration.
  5. Demonstrated ability to communicate with internal and external constituencies in a persuasive and professional manner, including articulating the college’s message and advancing the education and training goals of military-related students with clarity and enthusiasm while establishing cooperative working relationships with a diverse array of individuals contacted in the course of the performance of assigned duties. Ability to:
    • Research, develop, write, and deliver project management documentation.
    • Communicate effectively, both orally and in writing, through proposals, presentations, and correspondence with business, industry, government, and or military entities.
  6. Demonstrated understanding of the awarding of credit for prior learning and experience with emphases on active duty military training and experience to degree program requirements and civilian occupations.
    • Understanding of and the ability to interpret the Joint Services Transcript (JST) and the Community College of the Air Force (CCAF) transcript.
    • Understanding of Military Occupational Specialties (MOS) and Navy and Coast Guard Rates and Ratings and the awarding of appropriate credit for them as recommended by the ACE Guide to the Evaluation of Educational Experiences in the Armed Services.
  7. Experience managing, documenting, and tracking multiple tasks in a highly complex, diverse, and team-oriented work environment. Ability to:
    • Ability to work independently and handle multiple tasks simultaneously, effectively, and efficiently, as well as in a team setting, frequently within short deadlines, varied hours (weekend and evening), at varied locations, and travel in support of workforce development initiatives, projects, and programs.
    • Experience working in a team environment on projects across a large, complex organization, including establishing project and program deadlines and schedules.
    • Collaborate and maintain effective working relationships with external organizations, including government agencies, military commands, business and industry, and/or workforce development education and training providers.
  8. Demonstrated ability to apply Virginia Community College System (VCCS), Family Educational Rights and Privacy Act (FERPA), and college policies and procedures as they relate to student services and faculty support.
  9. Demonstrated ability to use software such as word processing, spreadsheets, presentation, and database for promotional and marketing materials, correspondence, documents, reports, mass mailings, and administrative management.
  10. Understanding of and ability to apply labor market trends, workforce initiatives, and best practices to provide education, training, and employment opportunities to clients and customers.
  11. Master’s Degree from a regionally accredited college or university in Business Administration and/or Management, Public Administration, or a related field.
