Salary Range:     $57,910 - 73,835 
The Safety Specialist is responsible for developing programs geared toward the elimination of hazards, safety training curriculum, emergency management. This position develops curricula for safety training, conducts safety training, develops intervention strategies to resolve identified unsafe acts and conditions observed, produce reports, maintained risk register, monitor and maintained hazard logs/register. This position serves as the official representative of the Safety and Security department on accident and incident sites and has considerable latitude to use independent judgement within established policies and procedures.
The Safety Specialist position conducts investigations of HRT accidents/incidents and produces final reports of investigations, develops strategies to resolve identified unsafe acts and conditions observed in the workplace and develops action plans
This position will support the Safety and Security department with the development and maintenance of HRT Emergency Plan(s) including but not limited to, Emergency Operations Plans, Emergency Operations Center Manual and Continuity of Operations Plan (COOP).
Essential Job Functions:

  • Works actively with HRT Management team to develop, review and maintain a variety of Emergency and Disaster Plans
  • Ensures HRT emergency plans, policies and procedures are in compliance with FEMA guidelines, HRT System Safety Program Plan (SSPP) and Security Emergency Preparedness Plan (SEPP).
  • Communicates effectively during presentations, meetings and in emergency events.
  • Independently conducts investigations, audits records, and makes recommendations for improving safety.
  • Performs independent audits and inspections of equipment, facilities and/or operations to detect unsafe conditions and practices and ensures compliance with Federal, State and local laws, regulations and codes.
  • Develops data matrixes to track trending of unsafe system components. Maintains safety data as necessary.
  • Develops curricula for safety training and conducts safety training, develops intervention strategies to resolve identified unsafe acts and conditions observed in the workplace.
  • Performs follow-up audits/inspections to ensure that recommended corrective action has been taken to resolve identified deficiencies and produces final reports. Tracks open items identified in the inspection process.
  • Coordinates inspection requirements with safety staff and makes recommendations on corrective action requirements.
  • Performs comprehensive investigations/evaluations of chemical products, hazardous material and toxic substances to determine their acceptability for use in HRT operations, support, construction and maintenance activities.
  • Develops intervention strategies to resolve identified unsafe acts and conditions observed in the workplace. Develops action plans to identify and initiate corrective actions of safety hazards. Assists in the development of policies/procedures in support of HRT System Safety Program Plan.
  • Participates in emergency response on call rotation for the Safety and Security department. Responds to HRT emergencies and serves as the official safety representative on the accident scene (Bus and Rail).
  • Reviews changes in work methods and processes to ascertain effect on established safety practices.
  • Conducts trend analyses geared toward reducing accidents and injuries and recommending to HRT Management, intervention strategies to enhance safety awareness and accident reduction.
  • Develops and maintains safety and security data
  • Responsible for attending and/or chairing the Bus/Rail Safety Committees’.
  • Prepares routine and special reports, safety audits and accident, as needed.
  • Responsible for maintaining a general awareness of HRT’s Safety and Security Plan.
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant Safety and Security Procedures, Emergency Management Plan(s) and all other HRT’s Policies.


Required Knowledge, Abilities and Skills essential to Job Functions:
Demonstrated knowledge of abilities to and/or hands-on experience in:
  • Safety principles, practices and laws to interpret safety laws, regulation and codes for their impact on HRT facilities.
  • The applicable U.S. Department of Transportation regulations concerning rail transit operations, including but not limited to 49 CFR Part 659 and Federal Motor Carrier regulations.
  • The Federal Transit Administrations regulations regarding rail safety oversight, drug and alcohol abuse prevention, and the rail safety oversight procedures of the Department of Rail and Public Transportation; or thorough knowledge of the Occupational Safety and Health Administration’s standards, Homeland Security Exercise and Evaluation Program (HSEEP).
Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.  Basic problem solving skills associated with software applications used is expected.   Software usage relevant to job duties will be evaluated.
Software applications:
Microsoft Office suite to include (Access, Excel, Word, PowerPoint and Outlook)
Training and/or Education:
  • Graduation from an accredited college or university with a Bachelor’s degree in Safety, Safety Management, Transportation, Engineering or Emergency Management.
  • Experience in lieu of education will be considered if candidate can effectively demonstrate progressively responsible experience in one or more of the related primary areas described in the above summary to include experience in conducting investigations and developing.
  • Registration as World Safety Organization Certified Safety Specialist or Certified Safety and Security Director, Certification as a certified Safety Professional is preferred. 
Required Experience:
Experience in the following fields are preferred: 49 CFR Part 659 Rail Fixed Guideway, State Safety Oversight Program, Emergency Management, Transportation.
Licenses or Certificates:
Virginia Driver’s License
Special Requirements:
  • Must be able to pass federal government background screening process for local military installation access.
  • This position is classified as essential personnel.
