Senior Manager, Technical Program Manager



As a Technical Program Manager on the D4 Portfolio Management, Tech Delivery Team at Capital One, you will lead complex, multi-disciplinary engineering projects using your engineering expertise. The ideal candidate has a track record of delivering large-scale, high-complexity technical projects on time, on budget, and fit to specification. You have experience gathering and analyzing requirements with internal & external customers and driving projects through the entire project life cycle. This includes creating product roadmaps, managing project schedules, identifying risks and clearly communicating them to stakeholders. You will manage and improve existing processes, develop tools, and analyze data. You are a natural problem solver, work as well independently as you do on teams, a self-starter and are comfortable with ambiguity.



**Key Responsibilities include:**



+ Providing hands-on program management during analysis, design, development, testing, implementation, and post implementation phases

+ Defining and executing against strategic delivery roadmaps and actively managing schedules, technology risks, dependencies, and impediments

+ Interacting with Engineering and Business owners for project requirements and scope

+ Managing cross-functional data infrastructure and data engineering programs in a matrix organization

+ Motivating teams to solve problems and deliver high quality results in a fast-paced, collaborative environment that's geographically dispersed

+ Removing barriers and addressing common issues across different initiatives for smoother and timely execution

+ Providing end-to-end governance, driving teams to adhere to existing processes, and defining new and improved processes and procedures

+ Managing stakeholder relationships within Technology and Business Units

+ Performing risk & dependency management across internal and external organizations



**Ideal candidates will have the following:**



+ Strong verbal and written communication skills are required due to the dynamic nature of discussions with business customers, vendors, engineering and technical product teams

+ Ability to handle multiple responsibilities in an unstructured environment where you are empowered to make a difference. In that context, you will be expected to research and develop cutting edge technologies to accomplish your goals

+ Exceptional problem solving and analytical skills

+ Strong presentation skills



+ Demonstrated ability to structure complex problems and develop multifaceted solutions

+ Flexibility and ability to adjust on the fly to new demands & priorities; sense of urgency

+ Highly collaborative style with strong influencing skills

+ Prefer candidates with a technical degree or experience as a software engineer

+ Experience in the following (software development life cycles and quality processes, scope, cost, schedule, deliverables, change management, risk management)

+ Technology Engineering Background



**Basic Qualifications:**



+ Bachelor’s degree or Military experience

+ At least 4 years of Technical Program Management experience

+ PMP or Certified Scrum Master (CSM)

+ At least 3 years’ experience as a project manager in software development

+ At least 3 years’ experience with Agile OR Lean Agile AND at least 3 years’ experience with Waterfall methodologies



**Preferred Qualifications:**



+ 3+ years’ experience in one or more of the following: SQL, Java, JavaScript, Python, Pig, Scala, Database Administration or Data Engineering

+ 1+ years’ experience working in cloud services: Amazon Web Services (AWS) or other Cloud services

+ 1+ years’ experience Hadoop and associated tools, DevOps

+ 1+ years’ experience in Cloud Security

+ 1+ years’ experience in software architecture (Service-Oriented Architecture, Enterprise Data Warehousing architecture & methodologies)
