Job Details

Normal work hours: Monday - Friday 8:00 am - 4:30 pm Position does include training levels

With minimal supervision, the SharePoint Web Developer:
a. The SharePoint Web Developer applies current graphics design and .NET technologies to develop, modify, and maintain SharePoint server portals
b. Designs, develops, and manages site content and capabilities and provides daily onsite maintenance of the existing portals/sites. Participates in the testing process through test review and analysis, test witnessing and certification of software. Relies on experience and judgment to plan and accomplish goals. Work with project stakeholders on a daily basis
c. Design, develop and maintain key components of the software suite using classic ASP, Microsoft .Net and SharePoint Server 2007 and new 2013
d. Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code
e. Implementation of SharePoint-based workflows as well as development of Business Intelligence dashboards
f. Working with other members of the Information Services Department in developing web-enabled applications and search engines that meet the requirements of the user community within and outside of HRSD

Requirements

a. Education
 Required
a) Bachelor’s degree in CS, MIS, or related discipline
Acceptable work experience may be substituted for all or part of this requirement
b) Microsoft Certified Solutions Developer (MCSD) App Builder or equivalent/current certification at time of hire
b. Experience
1. Required
a) Minimum of 3-5 years web application/site design and development experience
b) Substantial technical knowledge and skill in the execution/implementation of various document management and web portal technologies; ability to effectively communicate both verbally and in writing to convey technical information to technical and non-technical audiences; strong interpersonal, analytical and problem solving skills
c) Experience programming in .NET 3.5, C#, ASP.NET ,T-SQL, C/C++, XLM. Experience with SharePoint Designer, InfoPath, Web Parts, and workflow creation.
2. Desired
a) Familiarity with The Library of Virginia’s document retention and data management policies and procedures, web program design, collaborative software applications and similar technologies
c. Training Levels
Personnel in this category are fully qualified at Grade 8 with appropriate BS degree (or substantiating relevant experience of five years or more), MCSD (Microsoft Certified Solutions Developer) : App Builder, and 5 years of directly relevant experience. The following training levels and years of experience are established for personnel who are not fully qualified:
    Grade 8a – Four tests completing MCSD: App Builder or current/equivalent MCSD: App Builder Certification, appropriate BS degree or acceptable combination of education and experience and 4 years directly relevant experience
    Grade 8b–Three tests completed towards MCSD: App Builder Certification or equivalent completion of testing for the current/equivalent MCSD: App Builder Certification, ¾ appropriate BS degree or acceptable combination of education and 3 years relevant experience
    Grade 8c – Two tests (70-487 or 70-488) from the MCSD: App Builder Certification  or equivalent completion of testing for the current/equivalent MCSD: App Builder Certification, AS degree and 2 years relevant experience
    Grade 8d – AS degree and 2 years relevant experience

d. Job-specific Technical Competencies
 Required
a) Broad Functional knowledge of document management and data retention compliance standards, practices and principles and be able to apply them in the development of effective web portal configurations
b) Experience configuring/managing/maintaining web sites and web portal interfaces
c) Effective management of technical professionals, IT strategic planning, quality/process improvement and basic principles of business administration
d) Experience troubleshooting desktop hardware and software platforms/applications on a TCP/IP network to ensure connectivity within and outside of the HRSD network
e. Special Licenses
 Required
a) Successful completion of MCSD: App Builder or equivalent/current certification at time of hire
b) Valid Driver’s License from state of residence
