Position:              Training Specialist
Department:        Transit Operations/Training
Reports To:          Sr. Manager of Training (Bus & Rail Transportation)
Salary Range:      $45,352 - $57,824
 
The Training Specialist, under limited supervision, develops integrated training programs for bus operations. This person is responsible for conducting training needs, designs & develops training programs and coordinates and delivers a comprehensive range of training and education programs for bus transportation. 
 
Essential Job Functions:
(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)
  • Develops training curricula and recommends or utilizes vendor programs that meet instructional   goals and objectives.
  • Formulates training outlines and determines instructional methods that utilize knowledge of specified training needs and measures effectiveness of such methods such as individual training, group instruction, and demonstrations. 
  • Selects or develops training aids including training handbooks, demonstration models, multimedia visual aids, computer tutorials and reference materials.
  • Develops a process to ensure that all training materials are updated in accordance with new SOPs, new regulations, etc.
  • Evaluates the effectiveness of training programs, and utilizes relevant evaluation data to revise or recommend changes in instructional objectives and methods. 
  • Assists in analyzing and assessing training and development needs for individuals and the department.
  • Applies adult learning methodologies to the training design and development.
  • Reviews instructor performance and recommend improvements to program content and/or instructor presentation methods.
  • Assists with training and development of staff.
  • Assists with recruitment duties and tests operator applicants.
  • Tests and evaluates employees’ understanding of operations, rules, regulations, procedures and policies.
  • Maintains electronic and written records of all training.
  • Responsible for maintaining and updating the annual Training Calendar. Coordinates with other departments as necessary and communicates pertinent training dates throughout the organization.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT’s EMS.
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, etc.
  • Performs other duties as assigned.

Requirements

Required Knowledge, Abilities and Skills essential to Job Functions:
Comprehensive knowledge of training design and development. Ability to develop training programs and associated training materials and training aids and visuals.  Ability to design, develop, implement, and evaluate responsive programs and initiatives including training plans, curricula, and methodology.
Knowledge of adult learning methodologies.
 
Ability to learn relevant federal, state, and local statutes, and policies and procedures that relate to bus, trolley and van operation.  Ability to learn fare structures, schedules, routes and transfer policies. 
 
Ability to communicate effectively, both orally and in writing.  Ability to plan and make oral presentations.  Ability to operate or learn to operate buses, trolleys and vans.  Ability to establish working relationships within department, company, and outside contacts.  Ability to develop and maintain training schedules.  Ability to review and evaluate the work of others.  Ability to prepare records and reports.  Must possess classroom presence and knowledge of basic training skills and techniques.
 
Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.  Basic problem solving skills associated with software applications used is expected.   Software usage relevant to job duties will be evaluated.

Outlook, PeopleSoft HCM & Finance, Microsoft Word, Excel, PowerPoint, HASTUS
 
Training and/or Education:
Bachelor's degree from an accredited four-year college or university in Business Administration, Education or related field; or an equivalent combination of education and experience.
 
Required Experience:
A minimum of three years’ experience as a training professional. Training experience relating to transit or transportation is preferred but not required. Must have proven experience in creating training curricula and materials. Must have exceptional verbal and written communication skills as well as presentation skills.
 
Licenses or Certificates:
Must have a CDL Class B license or CDL permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.        
 
Special Requirements:             
Ability to pass DOT physical examination.  This position is classified as essential personnel.
