Job Details

Under broad guidance, the Training Superintendent is responsible for:
a. Overseeing the development and administration of HRSD’s Apprenticeship Program’s curriculum content, assembly of training materials, delivery of training, and evaluation of defined criteria with an emphasis on providing an excellent and engaged learning experience
b. Working with the Apprentice committee to govern the Apprenticeship Program
c. Developing, coordinating and delivering instructional programs for Apprenticeship program, Operator Continuing Education and other technical training areas through a variety of media
d. Supports and assists with Organizational Development & Training Division initiatives as needed


a. Education
Bachelor's degree in curriculum/instructional design, education or related degree as approved 
   Experience in adult learning theories and models 
Master’s Degree in related field

b. Experience
a) Strong project management skills, including being able to handle multiple projects simultaneously, remain organized and adhere to deadlines
b) Demonstrated analytical and diagnostic skills, with the ability to identify trends and propose solutions
c) Familiarity with developing training programs and instruction, and related teaching experience in the HRSD Apprentice school or other technical training institutions
d) Competency in technical aspects of treatment unit process and equipment maintenance
e) Excellent interpersonal and customer service skills for both internal and external customers
f) Must be self-motivated and able to work under minimal supervision
 Three (3) years appropriate wastewater treatment and/or collection experience, with demonstrated training skills

c. Training Levels
Personnel in this category are fully qualified at Grade 8 with approved Bachelor's
degree, and four (4) years of relevant experience.  While a fully qualified selection is desired, the following training levels and years of experience are established for personnel who are not fully qualified:
   8a-Bachelor’s degree and 3 years of experience
   8b-Bachelor’s degree and 2 years of experience
d. Job-specific Technical Competencies
a) Ability to develop programs and training materials
b) Knowledge of major computer applications, to include MS Office products, at an advanced level of proficiency
c) Ability to manage/coordinate multiple projects
d) Ability to effectively communicate
e) Applies knowledge of organizational management and team building techniques
f) Acts as internal training consultant in making recommendations to gain support from line management for implementation of best training  practices
g) Makes effective presentations and interacts effectively with a wide variety of individuals on a multitude of issues
h) Ability to develop highly effective working relationships with all Operations Department  director, chiefs, managers, supervisors and employees
Knowledge of municipal water and/or wastewater industry process operations and equipment maintenance

 1. Required
Valid driver’s license from state of residence

2.   Desired
a) Valid Wastewater Operator’s license 
b) CPLP- Certified Professional in Learning and Performance
