Treatment Process Engineer

Under broad guidance, the Treatment Process Engineer is responsible for:
a. Serving as a technical resource for the Senior Plant Manager and process engineer for Atlantic, Boat Harbor and Nansemond Treatment Plants.
b. Managing plant operations and water technology innovation efforts, including but not limited to nutrient removal and recovery, water reuse, solids handling processes, resource recovery, advanced treatment processes, system and equipment optimization, process control and automation, process modeling, and process/ hydraulic modeling:
 1. Participating in innovation efforts for capital upgrade planning and design
 2. Optimization and troubleshooting existing and new process operations
 3. Collaborate with internal and external groups:
  a) Supporting the work of graduate student interns working on HRSD projects associated with the plants
  b) Participating in external research efforts focused on issues and technologies in collaboration with HRSD’s Water Technologies and Research staff
 4. Provide budget input for items related to treatment process operations 
 5. Provide operations related technical training for plant staff
c. Providing long-term vision, strategic planning, and implementation of innovative programs to continually improve facility performance
d. Reviewing plans and specifications for projects and upgrades
e. Developing, implementing and managing projects to meet existing and new operation requirements 
f. Providing leadership and oversight of all process operations related to the three plants 
g. Monitoring plant compliance with all applicable permits and regulations
h. Communicating the HRSD mission, vision and values

Requirements

a.Education
 1.Required 
  a)B.S. Degree in Engineering/Engineering Technology from an ABET-accredited institution with major coursework in civil/environmental engineering, or closely related field
  b)MS Degree in Civil/Environmental Engineering or closely related field


 2.Desired
  a)Training in the principles of quality management and strategic planning

b.Experience 
 1.Required
  a)Minimum of 3 years’ experience in water and wastewater treatment, regulatory compliance, plant operations, and resource optimization
  b)Minimum 3 years’ experience in automation, engineering economics, technical writing, construction/repair inspection
  c)Minimum of 3 years’ experience working in a high-change, team environment
  d)Advanced level experience in working with a diverse work force within a multi-disciplined work function
 2.Desired
  a)Internal HRSD experience in effectively communicating with internal and external customers 
  b)Proven experience in facilitating organizational change efforts
  c)Demonstrated experience in wastewater treatment process design, modeling, operations, and research
  d)Wastewater process modeling expertise and practical experience

c.Training levels
Personnel in this category are fully qualified at Grade 10 with an appropriate MS degree, Virginia P.E. license, Virginia Class I Wastewater Operators License and the required experience as noted above.  While a fully qualified selection is desired, the following training levels and years of experience are established for personnel who are not fully qualified:

Grade 10a – MS degree and 2 years of relevant experience
Grade 10b – MS degree and 1 year of relevant experience
Grade 10c – MS degree no experience

Note-Virginia Class I Wastewater license must be obtained within four years and the Virginia Professional Engineering license within six years of appointment to position.

d.Job Specific Technical Competencies
 Required
  a)Demonstrates mature technical knowledge of water and wastewater process engineering
  b)Demonstrates knowledge and use of Management Information Systems at an intermediate skill level 
  c)Demonstrates knowledge of public relations within a highly regulated industry
  d)Ability to develop highly effective working relationships with other HRSD managers, supervisors, consulting engineers, contractors, and jurisdiction counterparts
  e)Ability to develop and implement detailed project plans
  f)Ability to plan, organize and manage workflow
  g)Ability to make high quality, time-sensitive decisions
  h)Knowledge of current human resource practices, budgeting, public relations strategy, procurement, contract management, quality improvement processes

e.Special Licenses
 1.Required
  a)Licensed Professional Engineer in Virginia (to be obtained within 6 years of appointment to position) 
  b)Virginia Class I Wastewater Operators License (to be obtained within 4 years of appointment to position)
  c)Valid driver’s license from state of residence
