Job Details

The candidate is responsible for managing waterfront support for all phases of a Navy CVN Aircraft Carrier contract associated with the Refueling Complex Overhaul (RCOH) maintenance planning process. The scope of these duties includes advanced planning, execution planning, waterfront support, quality and safety evaluation and other duties as it supports Alteration Installation Teams (AIT’s) during CVN RCOH Availabilities at Newport News Shipyard.


  • Provides waterfront support on behalf of AIT/CCT teams in meeting requirements of Navsea TS9090-310(series).
  • Coordinates with Senior Government managers including NAVSEA, Naval Supervising Authority (NSA), Regional Maintenance Centers and TYCOMs.
  • Chairs internal planning product development status meetings with senior managers.
  • Oversees and directs company resources to manage post award availability execution support.
  • Oversees quality and safety support functions to assist Alteration Installation Team (AIT), On-Site Installation Coordinator (OSIC) and SupshipNN management IAW NAVSEA standards as per contractual assignment.
  • Responsible for team management of resources assigned for AIT planning and execution of prerequisites necessary for starting work in an RCOH availability.
  • Provides management of technical services and logistics support to accomplish advanced planning on behalf of AITs in an RCOH availability.
  • Develops, approves and monitors milestone schedules for planning product development.
  • Reviews planning reports and provides appropriate feedback.
  • Daily contact with AIT managers as assigned and project managers to ensure all information is complete and accurate.
  • Responsible for budget, cost and schedule of waterfront operations segment of the Waterfront Engineering Support (WES) Team.
  • Responsible to integrate efforts from team sub-contractors.





Job Requirements/skill sets: 


  • Must be familiar with working in a SUPSHIP/Naval shipyard environment including both planning and engineering organizations.
  • Excellent communication and writing skills and the ability to resolve conflicts.
  • U.S. Navy CVN Aircraft Carrier maintenance experience preferred.
  • In-depth experience in ship modernization and maintenance practices is strongly desired.
  • Experience with ship maintenance providers including SUPSHIP/naval shipyards and regional maintenance centers desired.
  • Experience with planning and meeting required prerequisites for performing work on Navy Ships.
  • Education:
  • Bachelor of Science or Arts degree with 10 or more years managing depot level U.S. Navy surface ship maintenance functions or 20 years progressive direct experience related to U.S. Navy surface ship maintenance planning and executing.
  • In lieu of a 4 year degree, candidates may be considered who have completed a 4 year Shipyard Apprenticeship program and/or served in a waterfront operations manager capacity providing planning and execution guidance and problem solving for ship repair in a shipyard environment.




Security Clearance: Candidate will currently possess or be able to obtain a Confidential Government security clearance.


US Citizenship is required.


Travel: Infrequent out of area travel. Periodic local travel for ship checks and/or meetings. The ship will typically be located at Newport News Shipyard and/or at Naval Station Norfolk, VA.
