**External Job Description:**



Responsible for developing, designing, constructing and commissioning new facilities in support of the division's baseline and strategic growth business plans. Responsible for following the key work processes required to execute facility projects including: Estimating, Detailed Planning, Bid and Award, Design Engineering, Construction, Contractor Safety, Construction Quality, Start-up and Commissioning, and Project Closeout. Responsible for providing responsive support of day to day plant operations including: Environmental, Health and Safety, Security, IT Infrastructure, Legal, Plant Maintenance, Certified Dock Facilities and other Facilities, Etc.



Also, play a role in development of the Facilities Long Range Strategic Plan, development of the Annual Operating Plan, and the \"Special R\" portion of the Forward Pricing Plan. Responsible for providing facilities subject matter knowledge in support of our numerous strategic initiatives. Prepares bid sheets and contracts for construction and facilities acquisition. Reviews and estimates design costs including equipment, installation, labor, materials, preparation, and other related costs. Inspects or directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules.



Candidate should have some electrical engineering experience with electrical infrastructure in the following or related areas: power distribution in large industrial facility, backup power, emergency generator power, UPS, fiber optic cabling, security, and communications systems. Some experience required in: development of one line diagrams; transformer sizing; MCC layout; conduit and cable sizing; and knowledge of NEC, arc flash analysis, coordination studies, and energy analysis. Strong leadership, communication and computer skills (example: MS Office) are essential. Strong project management and organizational skills are required. Ability to address technical, quality and business aspects of a project is essential. Ability to work independently and lead cross-functional teams in accomplishment of complex tasks is required.



Specific to this position:

This position requires experience with low and high voltage electrical systems associated with Waterfront Projects. Position provides high level feasibility estimates, planning, design oversight, and field engineering support for design and construction of electrical distribution equipment, lighting systems, communication systems, etc. Position is responsible for preparation, review and audit checks of engineering calculations associated utilizing electrical engineering principles. Position also performs project management including review of engineering drawings and specifications, review of vendor engineering calculations, technical submittal review, approval of design criteria, and start up and commissioning criteria/documentation. Position is highly engaged with quality control, quality inspections, start up, commissioning and turnover of contracted work with customers, stakeholders and operators. Position requires coordination and management of multiple contracted design and construction activities.



Plans, designs and oversees the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities. Gathers and reviews data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility. Coordinates with architecture/engineering firms in developing design criteria and preparing layout and detail drawings. Prepares bid sheets and contracts for construction and facilities acquisition. Reviews and estimates design costs including equipment, installation, labor, materials, preparation, and other related costs. Inspects or directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules.

**Preferred Qualifications:**



Electrical Engineering degree with Fundamentals of Engineering (FE) is preferred.

• A professional engineer's license in the Commonwealth of Virginia is preferred.

• Heavy industrial facilities experience is highly preferred.

• Controls skill with Siemens S-7 and Allen-Bradley ControlsLogix5000.
