Responsible for the coordination, development and capture of new business opportunities.

Manages a program or a function within the larger organizational unit, setting and operating to objectives and providing guidance to subordinates and supporting team members based on goals, objectives and company policy. Primary responsibilities are to lead and/or support business development captures for surface combatants, amphibious assault ships and adjacent markets. Job tasks include but are not limited to: development of pursuit and capture plans, capture strategies, white paper development, coordination and support of proposals, action item development and coordination, contact plans, customer visit coordination and support, development of marketing materials, support of trade shows, functional organization coordination, and other efforts associated with business development objectives. Frequent contact with equivalent level managers, directors and the senior management team and customer representatives concerning pursuits and captures, strategies, operational decisions, scheduling requirements, and budgetary matters. Conducts briefings and meetings for internal and external representatives.

Participates in the development and review of proposal strategies and themes, and manages the development of a Proposal Management Plan (PMP). Oversees proposal status and ensures proposal progress is on plan.

Able to set priorities, develop budgets and manage excecution plans for the capture of future business.

Able to bring together and lead a diverse team made up of all shipbuilding stakeholders within Ingalls shipbuilding for the purposes of submitting on time, compliant proposals.

Responsible for the coordination, development and quality of new business proposals.

Lead proposal color reviews (Pink & Red Teams) to include scheduling, organizing, facilitating, review preparation and conduct, and supporting comment summation, adjudication, and final inclusion.

Direct writing/editing/rewriting efforts as needed, and work with Volume Leads to ensure inter-volume compatibility is achieved. Provide proposal training to proposal team members.

Manage Bid & Proposal and overall Business Development indirect budgets; financial forecasting, reporting and variance analysis.

Manage all Business Development purchase orders to support proposal/capture efforts and strategic initiatives.

Manage proposal support group. Knowledge base and experience with U.S. Navy or Coast Guard ships. Prior military experience a plus. Previous Business Development and/or Government Contracting experience a plus. Ability to develop and deliver public presentations. Basic understanding of the shipbuilding design and construction process. Basic understanding of the government budgeting process for data mining and information research. Ability to develop and analyze schedules and budgets. Ability to coordinate VIP-level events and plans. Ability to gain knowledge in international compliance requirements.
