**External Job Description:**

The department is seeking an experienced person to manage and lead a diverse group of technical individuals who analyze, research, design, develop and resolve problems associated with protective coatings and their related preparation, fabrication and/or application processes. The preferred candidate would be responsible for the manning, budget, quality, schedule and safety of personnel under assigned AOR. May include failure analysis of coating systems and subsystems, life predictions, and development of requirements, procedures, processes and specifications, including potential review and approval of subcontractor work specifications, methods and proposals.

This position will support surface preparation, application of coatings, and corrosion control methods on Aircraft Carriers and Submarines as well as within manufacturing shops. Specifically, this candidate will be responsible for the organization that develops, maintains, prototypes, tests, and qualifies Surface Preparation and Treatment methods, processes and procedures in support of waterfront operations. The position requires an understanding and ability to relate material specifications and process specifications of technical design products to the executing trade. An understanding of Navy paint systems, primers, topcoats and coatings processes is essential. Knowledge and understanding of surface preparation, painting, coating and treatment operation and evaluation equipment, as well as performance assessment tools, would be an additional benefit. In addition to surface preparation and coatings, this position will develop production standards for containment design and environmental control methods in support of coating operations.

The candidate will participate in coating application process improvement initiatives, and ensure developed instructions are in compliance to process specifications and Environmental Health & Safety requirements. In the course of these duties, the candidate must be able to communicate effectively to interface with designers, engineers, suppliers, vendors, trades, and all levels of management and government representatives. The candidate should be able to apply problem solving analytical skills to the resolution of complex engineering problems. Additional duties to include participation in discrepancy and corrective action investigations, tracking and incorporating lessons learned, and developing a departmental quality management plan.

**Basic Qualifications:**

This position requires a BS in Engineering from an ABET accredited school of engineering and 6 years or more of progressive technical and/or supervisory experience in research, engineering, and design or equivalent. A MS in Engineering and professional registration with 4 years of relevant experience are preferred.

**Preferred Qualifications:**

The preferred candidate will have a comprehensive knowledge of engineering/design processes relating to ship systems, a comprehensive understanding of ship construction processes, understanding of company business management principles and have demonstrated the ability to manage and direct the work of others.

In addition, the preferred candidate will have relevant certification(s) granted by industry professional organizations including The Society for Protective Coatings (SSPC) and/or the National Association of Corrosion Engineers (NACE).
