**External Job Description:**



Sources, purchases, plans, and schedules the movement of raw materials, packaging materials, parts, components, services, supplies, finished goods and related material through production and inventory process. Identifies raw material, component, and related requirements from engineering and production specifications and schedules. Purchases, plans, and coordinates resulting material movement throughout manufacturing and inventory sequences. In front-end procurement mode, analyzes data and determines factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, approves payment, and maintains necessary records of material movement throughout manufacturing and inventory cycle(s). Coordinates and follows up with production, warehouse, and engineering personnel to ensure appropriate procurement, scheduling, and movement of materials and services.



**

This position oversees and has responsibility for the following functional areas:



• Company Stock Management and MRP



o Managing company stock inventory level to support production and in accordance established Annual Operating Plan (AOP) budget.



• Project Stock Management and MRP



o Ensure demand is satisfied via material transfers or requisition creation in support of schedule and funding profile constraints.



• Material Ordering Schedule (MOS)



o Provide forecast of purchased requirements at an aggregate or possibly enterprise level to facilitate executing an optimal procurement strategy that leads to economic order quantity (EOQ) savings.



• Make/Buy Conversion Process



o Manage the value stream (Shops, Engineering, Industrial Engineering, Capacity Planning and Supply Chain Procurement) through the process that converts a NNS manufactured item to a buy (purchased) item.



• Subcontracting



o Manage the value stream (Shops, Engineering, Industrial Engineering, Capacity Planning, Production Control and Supply Chain Procurement) through the process that temporarily subcontracts NNS manufactured material to be bought (purchased) material due to shop work load and capacity constraints.



• Jigs and Fixtures



o Manage the value stream (Trades, Program, Production Control and Logistics/Warehousing) to ensure jigs and fixtures are locatable, readiness for use can be identified and are refurbished, stored and managed by custodians accordance with NNS and SOS Government Property procedures and guidelines.



• Onboard Repair Parts (OBRP)



o Manage the value stream (Contracts & Pricing, Engineering, Construction, Production Control, Supply Chain Procurement, Logistics/Warehousing and SOS/NAVSEA) to ensure the procurement, receipt, issuance and loading of prime contract required on board repair parts in accordance construction key event schedule.
