Under broad guidance, the Procurement Analyst is responsible for:
a. Ensuring compliance with the Virginia Public Procurement Act (VPPA), HRSD Procurement policies and procedures, Commission Governance Guidelines, Uniform Commercial Code, Conflict of Interest Act, contract law, National Institute of Governmental Purchasing Standards for Ethical Purchasing Practices, Federal, State, and local regulations.
b. Management of various elements contained in the areas of project management; operational staff; operational processes; client and supplier relationships; procurement programs, forecasting and quality assurance. 
c. Management of highly technical, complex and high-risk projects including professional services, capital improvement and improvement procurements for clients throughout HRSD. 
d. Management of a team of procurement professionals, including training, mentoring and development. 
e. Design and management of seamless, value-added programs and processes across organizational boundaries to meet the needs of clients, suppliers, HRSD business operations and legal parameters for a successful supply management program.
f. Provides procurement support to all HRSD departments, including training and development including the crucial components of coordination and collaboration with clients, suppliers, and stakeholders qualification standards.

1. Required
Bachelor’s degree with coursework that supports the technical competencies below
2. Desired
Bachelor’s degree in Purchasing, Procurement or Supply Chain Management or related discipline
b. Experience
1. Required
Four years of progressively responsible professional and technical experience in procurement
2. Desired
Four years of progressively responsible professional and technical experience in public sector procurement
c. Job-specific Technical Competencies
a) Comprehensive knowledge of modern methods of purchasing, inventory control, traffic and transportation, receiving and inspection, contract administration, and surplus disposal
b) Strong Project Management skills with the proven ability to work in a fast-paced, results-driven team environment
c) Ability to apply skills in analyzing data, selecting and implementing proper procurement decisions and actions
d) Ability to analyze financials and make intelligent conclusions based on findings. 
e) Apply knowledge of sources of supply, market conditions and price trends, and types and quality of commodities being purchased
f) Proficient in contract management 
g) Comprehensive knowledge of state and local procurement laws, policies and procedures, Virginia Public Procurement Act, Virginia Conflict of Interest Act, contract law and the Uniform Commercial Code
h) Comprehensive knowledge of sources of supply market conditions and price trends, and types and quality of commodities being purchased
i) Comprehensive knowledge of and skills in market forecasting and analysis
j) Comprehensive  knowledge of advanced negotiation skills in contract negotiations, as well as other varied workplace situations
k) Demonstrate the ability to plan, coordinate, execute and monitor complex projects and programs impacting a wide range of stakeholders
l) Demonstrate effective leadership of programs that are essential to meeting HRSD, departmental and work center goals, statutory mandates, and delivery of goods and services.
m) Establish objectives, performance criteria, procedures, and measures regarding market forecasting and analysis 
n) Competent in Microsoft Office packages – Excel, Word, PowerPoint, Outlook, SharePoint, and Project
o) Comprehensive knowledge of E-procurement system
p) Exert initiative in resolving resolution of complex problems with wide-ranging implications
q) Demonstrate the ability to develop highly effective working relationships with General Manager, Directors, Chiefs, Managers, Supervisors, and other clients
r) Proven ability to lead large, successful projects
s) Ability to drive success in a collaborative team environment and communicate effectively with clients, suppliers, peers and cross-departmental sourcing teams; continuously seeks ways to improve market forecasting and analysis efforts and recommend changes that enhance the quality of services provided to clients and business community
t) Ability to complete a variety of special projects; continue to enhance own organizational development knowledge and stay current on developments and innovations in the procurement field.
u) Use of web-based, automated procurement system, Microsoft Office applications and other required software at an advanced proficiency level
v) Apply knowledge of standard types, forms, and legal requirements of competition and contracting
w) Apply negotiation skills in contract negotiations, as well as other varied workplace situations
x) Demonstrate skills in planning, organizing and coordinating
y) Demonstrate ability to conceptualize all aspects affecting procurement; development of statement of needs/scope of work and procurement specifications
z) Establish objectives, performance criteria, procedures, and measures regarding procurement
aa) Establish and maintain effective communications, both orally and in writing
bb) Use sound judgment in the application of laws, regulations, policies and procedures

1. Required
a) Possess and maintain professional certification by a nationally recognized professional purchasing organization

Virginia Contracting Officer (VCO) certification
