Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.

**Preferred Qualifications:**

This is a Senior Subcontracts Administration position in the Commercial Procurement area of Newport News Shipbuilding in support of new Aircraft Carrier Construction, Aircraft Carrier Overhaul and Submarine Construction activities.

The successful candidate should have proven experience in the following areas:

Sourcing and procurement techniques for New Building Construction and renovation projects, engineering services, and the acquisition of major machinery.

Demonstrated ability to do market research, collect and analyze data, conduct complex negotiations and price analysis.

Experience working with distributors and Value Added Resellers in a fast turn environment.

Solid understanding of the phases of the procurement process: from market research, supplier qualification (safety, quality, financial, and business management), ROM estimates and RFI(s), RFPs, RFQs, pre & post bid activities, negotiations, contract administration and closeout, Demonstrated ability to select appropriate contract types.

Familiar with the FAR - Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation and regulations

Ability to analyze T&Cs and propose changes as appropriate - Basic knowledge of business law, contractual terms and conditions, and how to mitigate risk

Possess a working knowledge of various contracting methods and able to apply them appropriately - (Firm Fixed Price, Cost type, Incentive Fee, Award Fee, T&M, LH).

Analytical skills sufficient to perform cost/price analysis in support of Federal Acquisition Regulation compliant procurement packages.

Demonstrated skillsets needed to evaluate proposals and bids to make solid buy recommendations to audiences at all levels.

Able to understand and interpret policies, procedures, and technical material to assist in creating and preparing SOWs and solicitation documents.

Able to write clear and concise documents (memo to file)

Critical thinking skills to analyze difficult/complex contracting scenarios and able propose alternate courses of action

Effective communication skills; these skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines that impact the entire value stream.

Capable of working independently and must demonstrate leadership attributes and willingness to train, develop, mentor, and maintain engagement among team members. As well as, have the ability to prepare and deliver presentations to all levels of management.
